Scholar project picker — the element the SDK AppHeader slot receives.

Writer-shaped: the picker is server-rendered here (inside the leaf header
include) and moved into the canonical
`.stx-app-header__slot--project-selector` slot client-side by
`scholar/js/header-picker.js`. The tag renders NOTHING unless the request
is signed in AND the host registered a project provider, so standalone
serves unchanged markup.

Operator 2026-10-23: user-scoped app opts in via allow_user_scope, so the
header carries an explicit selector with a "No project selected" user-space
choice (~/.scitex/scholar standalone, hub user scope mounted) instead of
the removed Details-strip chips. current_scope ("user"/"project", from
index_context) is the explicit selection state — an absent selection is
user scope, never an implied project.
