Scope of this license
---------------------

Everything in this repository is Apache-2.0. Per ADR-13 the grant boundary is
drawn at the **repository**, not file by file, so no directory here is carved
out and nothing here needs a per-file licence header to be covered.

Until 2026-09-16 this file also listed components that were *excluded* from the
grant, because Gurdy was planned as an open core with a paid fleet tier. **That
plan was abandoned and there are no excluded components.** Gurdy is entirely
open source. Nothing is withheld, nothing is distributed from a second
repository, and no capability is reserved for a paid build.

The list below is therefore descriptive rather than a boundary — it is what is
here, not what is permitted:

  - gurdy-proxy interceptor proxy, monitor actuator, and the local
                      single-instance enforce actuator (`-enforce`)
  - gurdy-verify offline ledger verifier
  - the Transaction Identity Service, policy host, and decision ledger
  - the starter policy set, the pack builder, and the adversarial corpus
  - the Gurdy SDKs (Python, TypeScript) and the shared conformance suite
  - gurdy-report, the local report (BR-11)
  - fleet shipper and the suggested management console
  - host-agent adapters (Cursor, Claude Code, Antigravity, Codex /
ChatGPT desktop; the contract is in adapters/)

Two things the old text named as paid, for anyone who read this file before:
fleet coordination and the framework-mapped evidence report. Fleet
desired/actual distribution is in this repository. The first slice of
the framework map (`policy/control_map.yaml` and `gurdy-report
--framework`) is also in this repository. It projects a verified export
onto named control IDs. It is not a conformity assessment. HTML/PDF
packs and HIPAA maps remain unbuilt, tracked in docs/roadmap.md.
