グレー値モルフォロジー膨張(dilation、OpenCV 実装)。近傍の最大値へ置き換える操作で、明るい領域を拡大・暗い領域を縮小する(cv_erode の逆)。
HALCON の gray_dilation(Perform a gray value dilation on an image.)に相当。実装は `cv2.dilate(v, se)、se は楕円形でサイズ 3+2*int(a*3)` —— a は構造要素サイズを 3〜9 に振る。b は未使用。
