`x > 0.3+0.4*b` を満たす画素だけを前景とする ―― 平坦な高原状の領域では
複数の隣接画素が同時に「極大」として残る点に注意(真の孤立点ピークだけを
残す保証はない)。HALCON の `local_max`(Detect all local maxima in an
image.)に相当。
`a が窓サイズを、b` が輝度の下限しきい値を振る。両方が使われる。
