画像をトロイダル(周回・wrap-around)にシフトする。`PIL.ImageChops.offset` を呼ぶ——画面端からはみ出た画素が反対側の端に現れる循環シフトで、通常の平行移動と違って画像端が黒くならない。
a が横方向のシフト量(画像幅に対する比率)、b が縦方向のシフト量(画像高さに対する比率)を振る。内容の連続性は崩れるため、タイル状のテクスチャ生成などに向く。
