A part groups chapters under a divider page of its own. Chapters keep numbering straight through — Part II doesn't restart at 1.
These print on the title page, the copyright page, and the covers.
Empty a box and that paragraph is left off the page. You can use {year}, {author}, {title}, {edition} and {rights_holder}.
