Breadcrumbs (#25): the accessible <ol> that fills the shell's
{% block breadcrumbs %} inside its labelled <nav class="bw-breadcrumbs">. A
semantic ordered list of crumbs; the LAST crumb is the current page and carries
aria-current="page" with no link. Structure only, brand-agnostic, no JS.

Required context:
  crumbs: a list of dicts: {label, url(optional)}. The final crumb is the current
          page; give it no url (or it is rendered unlinked regardless, as the
          current page is never a link). Intermediate crumbs with a url are
          links; without one they render as plain text. When crumbs is empty or
          absent, NOTHING renders (no <ol>), so the shell's :empty suppression
          collapses the breadcrumbs region.
