Each file: at most 512 KiB and 1-10,000 rows. Header: event_id,customer_id,period,unit,quantity. Period: YYYY-MM. Units: request, token or second. Quantity: 0 to 10^12 with at most 6 decimal places.

I confirm both files have the same scope and each row represents one pre-agreed atomic event. This is a caller-declared contract, not independent verification.
