# Fictional sample: government impersonation vishing
# Names, numbers, case IDs and amounts are invented.

CALLER: Good afternoon, this is Officer Dana Whitfield from the Revenue Enforcement
Division. Am I speaking with Mr. Alan Reyes?

TARGET: Yes, that's me.

CALLER: Thank you. Mr. Reyes, this call is recorded for quality and for the case file.
Can you confirm the last four of your taxpayer ID for verification?

TARGET: It's 4471.

CALLER: Perfect, that matches. I'm calling because our system flagged a discrepancy on
your 2023 return. A withholding credit of $2,840 was applied but never verified. Under
the corrected assessment your balance is $6,190. That's the principal, penalties and
accrued interest as of today.

TARGET: Six thousand? I've never owed anything before.

CALLER: I understand, and there is a route out of this. The case is currently open, which
means it has not been referred to collections yet. Once it is referred, the levy on your
primary account begins within 48 hours and a 22 percent penalty is added. After that,
reinstatement requires a field visit.

TARGET: Can I just pay online?

CALLER: You can, but the online portal does not accept same-day verification, so the levy
date would not move. What I can do is hold the file open while we process a settlement.
My supervisor has to approve anything below the assessed amount, and she leaves at 5.

TARGET: What do you need from me?

CALLER: First, let's establish you can cover it today. Which institution holds the account
you'd use?

TARGET: Second Federal.

CALLER: Good. Now, do not use the number on the back of your card. That routes to the
retail line, not enforcement. I'll give you the direct settlement desk number, and you
call it from the same phone so the file stays linked.

TARGET: How do I know you're really with the division?

CALLER: Fair question. My badge is RE-8814, and the case reference is 20-4471-K. You can
read them back to me. If you like, hold while I pull the supervisor. Most people find it
reassuring to hear the approval happen live.

TARGET: Okay. Let me get a pen.

CALLER: Take your time. One more thing, Mr. Reyes. If a payment is not posted by 4:30
today the file auto-refers, and I can't pull it back. Do we have a commitment?

TARGET: I can do it, I just need to move money from savings.

CALLER: That's fine. The settlement desk takes the payment and issues a confirmation
within the hour. If you don't see the confirmation, call me back on this number and I'll
escalate it myself. Shall I transfer you now?

TARGET: Yes, go ahead.

CALLER: One moment. And Mr. Reyes, please stay on the line. If it drops, the levy is still
going ahead, so ring straight back.
