Description: The ECON Extension was updated by it's Creator Fred Martin of the Washinton
             DNR. THE ECON DataBase functionality was improved and it was linked to
             variants in R8 and R9.

Impact on users: Users will be able to write ECON DataBase Tables, and use ECON in R8 and R9.
