領域にアフィン変換(回転+シアー)を掛ける。`affine_trans_image と同じ _sh_geom の affine 分岐で連続値として変換したのち、_rebinarise` により 0.5 で二値化し直して {0,1} の領域として返す(幾何変換の補間で生じる中間値を除去するため)。a が回転角(-20°〜+20°)、b がシアー量を振る。
HALCON の `affine_trans_region`(領域に任意のアフィン 2D 変換を適用する演算)に相当する近似。
