`a が回転角を -20°〜+20° に、b がせん断量を -0.2〜+0.2 に振る。回転中心は画像の中心、境界は reflect(鏡映)で埋め、結果を [0,1] に clip する。平行移動・拡大縮小は含まない(_rescale_img/_rotate_img` が別 op として存在)。
