による平滑化。HALCON の `gauss_filter`(Smooth using discrete Gauss
functions.)の代役 ―― HALCON は離散ガウス核(整数演算)、こちらは連続ガウス核
の scipy 実装で、近似ではあるが結果は非常に近い。
`a がシグマを 0.3〜3.0 の範囲で振る。b` は未使用。実装は
`gauss_image` と同一。
