帯域しきい値処理(`a < x < a+0.5+0.5*b` を満たす画素を前景とする)。
HALCON の `threshold`(Segment an image using global threshold.)は
Min/Max の 2 値を直接指定する演算子だが、この代役では下限を `a` から、
帯域幅を `b` から導出する 1 パラメータ相当の簡略化になっている。登録名は
`threshold が Python 側で予約語的に扱われるため h_threshold` になる
(spec の `halcon フィールドは threshold` のまま)。
`a が下限しきい値(0〜1)を、b` が帯域幅(0〜0.5 の追加分)を振る。
両方が使われる。
