直線検出のための Hough 変換アキュムレータ。まず Sobel 勾配からエッジ
マスクを作り、`skimage.transform.hough_line` でアキュムレータ空間
(角度×距離)を計算、正規化してから入力と同じ画素形状にリサイズして返す
(アキュムレータそのものの座標系ではなく画像として可視化する形)。HALCON の
`hough_line_trans`(Produce the Hough transform for lines within
regions.)に相当。
`a がエッジ抽出の閾値(0.2〜0.6)を振る。b` は未使用。半径・角度分解能
は skimage の既定値に固定されている。
