極大点(ローカルマキシマム)を抽出する非極大値抑制。窓内最大値と一致し、かつ閾値 `0.3+0.4b` を超える画素だけを前景として残す。a が窓サイズを 3/5/7/9 に振る。
HALCON の `nonmax_suppression_amp`(エッジ振幅画像上で法線方向に非極大点を抑制し、稜線を 1 画素幅に絞る演算)とは異なり、この実装は方向を考慮しない単純な局所最大値判定で、エッジ法線方向のサブピクセル抑制は行わない近似。
