決まるシグマで画像を平滑化し、その上で Harris 応答(skimage があれば
`corner_harris`、無ければ構造テンソルを手計算、k=0.04)を求める。HALCON
の `points_harris_binomial`(Detect points of interest using the
binomial approximation of the Harris operator.)に相当。
`a が Harris 応答自体のシグマ(0.5〜2.5)を、b` が前段の平滑化シグマ
(0.5〜2.0)を振る。両方が使われる。
