局所極大点の検出。近傍のどの画素よりも真に大きい(プラトー=同値の連結領域も許容)画素の集合を領域として返す —— ピーク検出・特徴点抽出の下処理。

HALCON の local_max(Detect all local maxima in an image.)に相当。実装は `morphology.local_maxima(v)`。a, b は未使用 —— footprint は既定値(全方向 1 近傍)のまま。
