最頻値フィルタ。`PIL.ImageFilter.ModeFilter` で窓内の最頻出画素値に置き換える(中央値でなく最頻値を取る点がメディアンフィルタと異なる)。
a が窓サイズを 3/5/7/9 の 4 段階(`3 + 2*int(a*3)`)で振る。b は未使用。単色の塗りつぶし領域が多い画像(ラベル画像・漫画調画像)のノイズ除去に向き、階調が滑らかな自然画像では効果が薄い。
