Meijering neuriteness フィルタ。skimage.filters.meijering をスケール
sigma=1,2,3 の 3 段で適用し、細い曲線状構造(血管・神経突起など)を強調する
(ヘッセ行列の固有値から尾根らしさを計算する点は Frangi 系と同様だが、
Meijering は分岐点にも強く応答する)。
`a, b は未使用(sigma は固定)。出力は _norm` で最大絶対値を 1 に
正規化した符号なし強度画像。
