plan_use op• Data kinds: transport_plan × matrix → scalar
• Call: import fullseye as fs; fs.ledger.transport_cost(plan, cost) (to call the implementation directly, import colortransport; colortransport.transport_cost(plan, cost); from the registry, opscolortransport.get("transport_cost"))
Total cost of a transport plan, <plan, cost>. The op that consumes a plan.
A plan is a matrix carrying the meaning "row and column sums equal the marginals", and treating it as an ordinary matrix silently breaks mass conservation. Here the cost is computed only after passing the checks for a plan (non-negative, sum about 1).
