Whether the vehicle made a mandatory stop before passing alongside and moving ahead of a vehicle stopped at a crosswalk etc. (or just before it) (Art. 38(2)).
stopped[i] = {"x": front end of the stopped vehicle, "t0", "t1": time it is stopped}. Only vehicles whose front end is in [crosswalk_start − near, crosswalk_end] are considered (near = "immediately before", assumption 3 m). If the time t_e at which one's own front end passes that front end is within [t0, t1], it is a violation unless, before t_e, the speed became ≤ v_stop while the front end was in [x − approach, x] (approach is an assumption, 10 m).
