Draws 1 realization of a space-time inhomogeneous Poisson process on [0, x_max] × [0, t_max] (rate λ(x, t) [events/(m·s)]) by thinning.
For cases like a stopped bus, where the occurrence rate depends on both location and time (λ(x, t) = bus_stop_rate(x) · [t < departure] + base). Uniform candidates of rate rate_max (count ~ Poisson(rate_max · x_max · t_max), positions and times uniform) are kept with probability λ/rate_max. Count ~ Poisson(Λ), Λ = ∫∫λ dx dt. rate_fn(x, t) is a function that takes 2 arrays of the same shape and returns rates. Before drawing, λ ≤ rate_max is checked on a grid of n_grid = (nx, nt), and also at the candidates (ValueError if exceeded).
Return value: an (N, 2) array [[x, t], ...] (in ascending order of time).
