Storage project picker — the element the SDK AppHeader slot receives.

Writer-shaped: the picker is server-rendered here (inside the leaf header
include) and moved into the canonical
`.stx-app-header__slot--project-selector` slot client-side by
`scitex_storage/header-picker.js`. The tag itself renders NOTHING unless the
request is signed in AND the host registered a project provider
(`settings.SCITEX_PROJECT_PROVIDER_URL`, which the hub sets and standalone
leaves empty) — so standalone serves byte-identical markup to before, and a
hub-mounted authed user gets the same picker Writer/Scholar show.

Scope is passed EXPLICITLY (`scope="project"`): Storage's file API is
project-scoped (hub `get_current_project` + `can_view`), and the tag's scope
parameter is what decides rendering — never the manifest default.

Included only when `project_picker_available` (views/organize set it by
probing the template engines, Writer's `_project_picker_available`
precedent): `{% load %}`ing a library that is not installed is a hard
TemplateSyntaxError, so the guard lives in the caller, not here.
