Description:
  Manage local and global configuration.

  Subcommands:

  - list: List the active configuration (or from the file specified)
  - edit: Edit the configuration file in an editor
  - get: Get the value associated with command.option
  - set: Set the command.option=value
  - unset: Unset the value associated with command.option
  - debug: List the configuration files and values defined under them

Configuration keys should be dot separated command and option name,
with the special prefix "global" affecting any command. For example,
"pip config set global.index-url https://example.org/" would configure
the index url for all commands, but "pip config set download.timeout 10"
would configure a 10 second timeout only for "pip download" commands.

If none of --user, --global and --site are passed, a virtual
environment configuration file is used if one is active and the file
exists. Otherwise, all modifications happen to the user file by
  default.

Config Options:
--editor <editor> Editor to use to edit the file. Uses VISUAL or
EDITOR environment variables if not provided.
--global Use the system-wide configuration file only
--user Use the user configuration file only
--site Use the current environment configuration file
                              only

General Options:
  -h, --help Show help.
--debug Let unhandled exceptions propagate outside the
main subroutine, instead of logging them to
                              stderr.
--isolated Run pip in an isolated mode, ignoring
                              environment variables and user configuration.
  --require-virtualenv        Allow pip to only run in a virtual environment;
                              exit with an error otherwise.
--python <python> Run pip with the specified Python interpreter.
-v, --verbose Give more output. Option is additive, and can be
                              used up to 3 times.
-V, --version Show version and exit.
-q, --quiet Give less output. Option is additive, and can be
used up to 3 times (corresponding to WARNING,
                              ERROR, and CRITICAL logging levels).
--log <path> Path to a verbose appending log.
  --no-input Disable prompting for input.

library if user input is allowed. Specify which
mechanism to use [auto, disabled, import,
                              subprocess]. (default: auto)
--proxy <proxy> Specify a proxy in the form

--cert <path> Path to PEM-encoded CA certificate bundle. If
provided, overrides the default. See 'SSL
                              Certificate Verification' in pip documentation
                              for more information.

containing the private key and the certificate
