Register a gauge

Leave the interval and the warning blank and this gauge takes the plant's own answers — the interval from [quality] gauge_default_interval_days, the warning from the thirty days every gauge starts with. Both are this gauge's own from the moment you give it one: a quarterly calibration wants a fortnight's warning and an annual one wants two months.
