NVIDIA CUDA Driver SDK and TensorRT notice

The SPAN plugin is built using the NVIDIA CUDA Driver API header (cuda.h)
and TensorRT headers. At runtime it dynamically loads libcuda.so.1 and
libnvinfer.so.11. This wheel does not bundle NVIDIA libraries or statically
link the CUDA Runtime.

NVIDIA components are governed by their respective NVIDIA license terms
and are outside the permissions granted by this package's MIT license.
The Apache-2.0 license for TensorRT headers is reproduced in
licenses/tensorrt-headers.txt. The CUDA Toolkit EULA is available at:
https://docs.nvidia.com/cuda/eula/index.html

The following Disclaimer and U.S. Government End Users Notice are reproduced
