The code under this directory (algan/external_libraries/sect/) is a subset of
sect (https://github.com/lycantropos/sect) by Azat Ibrakov, taken from
version 7.1.0 -- confirmed by comparing sect's core/delaunay/*.py against
every sect release from 4.1.0 through 7.1.0: 7.1.0 has the smallest diff
(import-path rewrites and reformatting only, no logic changes) of the
releases checked, and it is the sect release whose declared dependency
(`ground>=9.0.0,<10.0`) matches the vendored ground copy's own version
(9.0.0) exactly -- with import paths rewritten to this vendored location and
the package flattened (files that live under sect/core/delaunay/ upstream
sit directly under sect/ here). See algan/external_libraries/readme.txt for
why this subset is vendored rather than depended upon directly.
